The Queens West Development Corp. (QWDC) is a subsidiary of Empire State Development Corp. (formerly the Urban Development Corp.) and includes the Port Authority of NY & NJ, and the NYC Economic Development Corp.
The Port Authority of NY & NJ is a quasi-governmental organization. In his book The Power Broker, Robert A. Caro states that,..."within a democratic society based on a division of powers among three branches of government," an authority functions as a "... fourth branch, a branch that would, moreover, in significant respects, be independent of the other three."
In Robert Fitch's Assassination of New York, there is a revealing passage about other major players."Queens West... would operate as a subsidiary of Urban Development Corp but be headed by someone from CPC [City Planning Commission], which would still allow participation by the EDC [Ecomonic Development Corporation] and Port Authority. These, in turn, would smooth the way for The Trotwood Corp. - a private investment vehicle owned by William Zeckendorf, Jr. and the Dreyfus Corp. Former CPC chief Herb Sturz is nominal head of Trotwood, enabling him to appropriate in private life in the nineties the plans he developed in the eighties in the public sector."
